artifactapi now hosts private Go modules in local goproxy repos; the provider has no resource to declare one.

• add artifactapi_local_goproxy (name + description), mirroring the other local resources
• register it via init(), with resource tests, an example and docs/resources/local_goproxy.md

• internal/provider/provider_test.go:69 (nit) — expectedCount=24 and the README/Resources/expected-list lines are identical in #28/#29/#30, so the second and third to merge conflict and must bump to 25/26 → rebase and bump on merge.
